Roxie Rose has transformed her passion into a professionally structured business, Powder & Ink Permanent Cosmetics and Tattoo Studio. After refining her operations and expanding her vision, she has relocated to Los Angeles to open a new studio in Burbank, California.
A Hazleton native, Rose joined CAN BE in early 2024 where she developed her concept for a permanent makeup studio into a comprehensive business. Through mentorship, access to resources, and support from fellow entrepreneurs, she refined her business model, formalized operations, and positioned the company for growth beyond the region.
After opening its doors, Powder & Ink gained recognition for its clean, modern space and services, including lip blushing, which is a subtle, contoured cosmetic tattoo technique. Rose’s background in traditional tattooing, combined with her passion for makeup, uniquely positioned her to deliver high-quality permanent cosmetics.
“As a direct result of my time at CAN BE, my business has progressed from a localized operation into a vision with national reach,” Rose said. “The foundation built through the incubator gave me the confidence and strategic clarity to relocate to Los Angeles and begin tattooing in one of the most competitive creative markets in the country.”
During her time at CAN BE, Rose also built valuable experience navigating regulatory environments and advocating for her industry, including working with city officials in Hazleton – skills she plans to carry forward.
“My goal is to establish a tattoo and permanent makeup business in Burbank, despite current regulations that prohibit tattooing,” she said. “I plan to collaborate with city officials to demonstrate how tattooing and permanent cosmetics have evolved into a safe, regulated, and highly professional industry.”
Rose’s journey reflects the mission of the CAN BE Innovation Center which provides early-stage entrepreneurs with affordable workspace, mentorship, and a network of support. Through this environment, businesses gain the structure, accountability, and resources needed to grow and scale.

Reflecting on her experience, Rose encourages other entrepreneurs to fully engage with the incubator process – seeking mentorship, applying feedback, and taking advantage of available resources.
“CAN BE is not just a workspace, it is a launchpad for entrepreneurs,” she said. “The CAN BE staff challenged me to think bigger and held me accountable. That encouragement gave me the confidence to pursue opportunities outside my comfort zone, including relocating across the country to further my craft and business.”
